New York State Catholic Conference Publishes Memorandum in Support of S3070 Skoufis / A3133 Dinowitz

The bill would establish the crime of masked harassment when a person wears a mask or other face covering that intentionally hides or conceals their face for the primary purpose of menacing or threatening another person

The New York State Catholic Conference published the following memorandum related to masked harassment in support of S3070 Skoufis / A3133 Dinowitz:

“The above referenced bill would establish the crime of masked harassment when a person wears a mask or other face covering that intentionally hides or conceals their face for the primary purpose of menacing or threatening another person or placing others in fear for their safety. The New York State Catholic Conference supports this legislation. 

“During the past several years, crimes targeting religious groups have unfortunately been on the rise. Rules against face coverings were relaxed during the pandemic, and these perpetrators have been exploiting the lack of restrictions as they carry out hateful acts. People of faith must feel safe to practice their religion. This bill provides a reasonable approach, creating necessary deterrence while allowing for exceptions for health, safety, religious, occupational and other reasons. 

“New York must do more to address the threat of hate crimes against specific religious groups. We thank the sponsors for this thoughtful solution, and urge you to pass this legislation.”

The NYSCC represents the bishops of New York State in public policy matters.
